The Iowa Department of Natural Resources has unveiled a revised water permit for the Pattison Sand Company, significantly reducing its proposed annual water usage from 3.7 billion gallons to 2.3 billion gallons. This update addresses concerns from nearby residents, particularly those like Kay Vifien, who have lived near the quarry for decades and feared it could drain their wells. The original request, which was more than five times the company's 2025 usage, sparked worry among locals, especially as Pattison's water usage had nearly quadrupled in the last decade. The DNR conducted a 36-hour test, identifying potential scenarios that could impact nearby wells, with the most likely outcome causing a minimal drop in water levels. However, a more extreme scenario, where wells could drop by up to 15 feet, was also considered, albeit deemed unlikely.
The new permit, which still requires final approval, includes several key changes. It eliminates the use of Mississippi River water and mandates monthly monitoring of a guard well at the facility, with the nearby city of Garnavillo also conducting independent monthly water level checks. This additional monitoring ensures that any changes in the Jordan Aquifer, which has shown consistent readings over the last decade, will be quickly detected. The permit will be revoked if the DNR finds that Pattison's water usage is harming nearby streams and ponds or if water levels in the aquifer drop significantly.
The reduction in water usage and the new monitoring requirements have been welcomed by residents like Vifien, who appreciate the improved relationship and communication between the company and the community. The final draft of the permit will be published on June 16, followed by a public comment period ending on July 7, after which the DNR will make its final decision. If approved, Pattison will operate under the new limits, with the state and Clayton County residents closely monitoring every drop of water used.
This development highlights the importance of balancing industrial needs with environmental protection and community concerns. While the revised permit addresses immediate worries, it also underscores the ongoing need for vigilant monitoring and adaptive management strategies to ensure the sustainability of water resources in the region.
